Respectfully, the main reason the so-called “bottom” chapters appear to have done unusually well with their PCs this year is because Panhel changed the matching process.
The “top” chapters still secured some of the girls they wanted, yes, but they also missed out on many who strongly preferred them as well. A large number of girls who ranked “top” chapters highly and were reciprocally wanted did not receive invitations back, and instead were matched with “bottom” chapters. That’s what explains why those chapters’ PCs look stronger this year.
It’s not that the “top” chapters did poorly, they still have a mix of girls they wanted alongside some randoms.
The “bottom” chapters simply benefited because many of the girls they received had initially hoped for “top” chapters.

yes, there were a lot of PNMs. However, top houses did get some randoms...
Like in general, a lot of the PCs, whether top house or not, were an odd mixture of girls.

This is completely true. Whether you agree or disagree, or say we should be happy for each other, changing such a system and rigging it like this is never okay and needs to be investigated. This is complete dishonor and slap in the face to everyone involved in the process.
