why don't rankings ever change

Okay so like why don't rankings ever actually change, bc I swear to god some of these houses are slept on but I feel like they are ranked the way they are bc I never see any real deviation with rankings

ranks do change. Houses aren't really bad one year then really good another year. Its a gradual change. But it has. Sig Chi has fell and Fiji has but houses like Theta Chi are ranked higher. It has just not as much as you want it to
