question about rush

I have a friend who is in a house and I'll be rushing this fall. He told me he will get me a bid and to not even worry about it and just wait till fall.
This is he just got initiated this spring. Another thing is it's one one kid, can someone have that much power? I'm just hoping he's true because I'll like a bid.
