Do houses pick their bid list before rush begins?

Every chapter has a list of favorite pnm's that they want and will try to rush hard, but that's not a bid list. They will have their Philanthropy round list ready before recruitment starts though, but no chapter has an actual bid list until pref, and no chapter carries all their favorites all the way through.
