Srat dirty rushing

How bad is dirty rushing here? I know about Aphi and how they pick their pc way before rush starts. But what about the other top srats. I assume a lot of it is hometown connections but I’m from the west coast and no one from my high school has ever gone to penn state so I don’t have any connections there. Is is still possible for me to get a bid to a top srat? I really want KD or Theta!
