There are no real rankings for frats. You can only put it into tiers. This is the ranking for frats to rush. This takes: house, girls, the future, and the brothers in to consideration.
Tier 1: Top frats and will stay top frats:
ATO, BSB, SIG CHI, DCHI, PIKE

SIG PI, SIG EP, AKAK,

Tier 2: Pretty good, or have good upside:
PHI PSI, DU, TKE,

ASIG, APD, AGR, ZBT, DSIG, PHI WHO

Tier 3: decent frats, still fun just a step down:
TDX, PIKAPP, CHI PHI,

Tier 4: big step down, will not find the same parties or girls as the rest:
CROW, SAE, FIJI, PKT, FARSIG, SKULLS,
PHI DELT, TREEHOUSE , ADP, THETA CHI,
DKE, TRIANGLE, KSIG, AKL
