so new sorority= bottom tier?

Im just curious if new sorority = bottom tier cuz new sororities like Dphie and tri sig, ppl say its bottom tier. Tiers dont change that much so I guess there will be more bottom tiers compare to top/average tiers

Sadly, the stupid "tiers" are based on social partners. The same pairs go on year in and year out because people get to know one another and feel comfortable just staying with their same friend group. As a new chapter, it takes time for your members to get to know the members of another org. Maybe a couple will start dating, then their friends will meet your friends, then they will invite you over as more and more in the house get to know one another. It takes time to establish a social reputation as a fun house. It doesn't mean that they are losers. Just unknown to lots of houses.
