why trig sig considered as low tier?

I went to their open houses but there are so many attractive girls compare to other low tiers and so nice to ppl. Why they considered as low tier? Because they are new? Just asking i really dont know how tier system works.

Tri sig is newer and thus has less girls, they're "lower tier" because they don't have an established reputation on campus. They have potential in the coming years
