what seperates 2nd tier and 3rd tier?

I get the "1st Tier" frats, Can't really see a difference between those two groups

There isn't any difference, really. There is a gradual loss of "coolness" factor from t5 down to the bottom. But, at the top, there really isn't a discernible difference at all.
