Really doesn’t matter you won’t receive one. Possibly from dphie but that’s it.

A few hours before bid reveal, the chapters will get their list of new members. If a chapter is short of quota, they are able to extend snap bids to reach quota before bid reveal. They have just a few hours to get this done. So, let's say quota is 54 and they have a list of 51, they can quickly pick up 3 more girls and add them to their list. These women attend the bid reveal with everyone else so no one knows the difference. To fill these 3 spots, they either extend them to someone they already know (like a sister's friend or roommate who may not have gone through recruitment) or to someone they liked who dropped out of recruitment. They have a list from Panhel of all the women that dropped out. They will reach out to you and ask if you want a bid. You have to decide on the spot because if you say no, they are calling the next girl on their list. This doesn't happen often. It may only be a few chapters. I would not count on this. If you get one, you are lucky.

So someone who fills out a bid card cannot receive a snap bid? Just making sure I understand this correctly

You are correct. If you fill out a bid card, you would be obliged to accept a bid from either of the chapters on the bid card. You wouldn't be on the Panhel list as eligible for snap bids from other chapters. The people on the snap bid list are people that attended at least one round of recruitment but did not sign the bid cards (so dropped out somewhere along the way). But, if you attended prefs and want a bid, I would sign and move forward with the chapters you have. It is very rare to get a snap bid.
