Is it bad I have high middle and low tier sororities left but I like the low tier one the best and want to get a bid from them ?

SAY IT LOUDER FOR THE PEOPLE IN THE BACK...Tiers don't matter. It is superficial middle school mentality. Go with the chapter that you connect better with. Tiers are only about parties. Every single chapter has parties and has fun. Being in a middle or lower tier sorority is no different. And, it would be way more fun to be at a party with girls who you actually enjoy being with.
