Yes, those are the "top 4" you want. Each house is very different, but all are the best in their own category. I don't know if I would say Chi O is better than Theta or Kappa, because they are still on probation (no social events) because of hazing. Even though those are the top four, you should pick the sorority that fits you best instead of choosing one for ranking and hating it.

The person below me is correct - pick the one that fits you best. Also, the reputations change year to year - last year before rush Theta was not considered top tier. Some sororities are up and coming; others are slipping. So really just choose the one that you feel most comfortable with, don't force yourself into a particular sorority if you dont' belong there

It doesn't matter which houses are the "top" houses. Just go wherever makes you happy.
There are 6 other houses on campus and all have their strong points and, overall, many are stronger than the "top tier"
Like Tridelt is considered the hardest partying house, Phi Mu has the closest sisterhood, KD is considered to be the "smart" house (even though theta had a higher GPA), AXO is considered to be the most laid back/unpretentious (more laid back than the pi phi stoners), DG is considered the "preppy" house (more than Kappa), Gphi is the nicest group of girls.
So don't rule out the "bottom" 6 sororities.
