do frat ranks actually matter?

I'm about to sign a middle tier house, will it affect my ability to get hot girls or go to good parties?

No not really. House ranks are subjective and change all the time too. Houses can rise and fall. Just make sure you like the guys in the house that's what matters. A top house with no brotherhood will always be worse.
