Srats lose members all the time for many different reasons. COB is just a method , outside of primary recruitment, to keep their numbers up, and therefore their money/dues up.
Srats doing COB is nothing to be ashamed of, it just makes financial sense.

While offering COB bids is nothing to be ashamed of there are definitely houses that never COB. Not because they think they are too good to offer COB bids, they are prevented from offering COB bids by NPC due to quotas and campus totals.
So yes, it’s entirely possible that some srats never offer COB bids and haven’t done so for years.
It really is a numbers game and if you’re a stats or math geek, it’s fascinating!
