why r some houses really dressed up for db2 (like pref dresses) and some houses are totally casual (like jeans and cut offs)?

it’s different for every house. you will see in db 3 that some houses that wore dresses for db 2 now wear themed outfits for db 3. It’s just a difference in how each house does their rush.
