why don't some frats/sororities participate in hc?

Back when it was frats vs frats and girls vs girls, there was more motivation, since you were actively increasing your standing against your rivals. Now with the "team" aspect, not only are you potentially competing against your favorite frat/sorority, but you might be paired with another org you don't like. it's taken out a lot of the motivation.
