Of course. Some frats need the numbers. But, ask yourself if a 23 year old would really want to hang out with a pledge class of 17 and 18 years olds. I'd suggest finding a group of older people such as grad students.

An older person can rush a fraternity but is at a huge disadvantage unless he has a cool reason why (like 4 years serving our great country) or a legit reason. Also helps to know people already. Otherwise you might be the weird old dude. Certainly helps if you look younger so doesn't seem as glaringly obvious that you are 5 years older than your pledge brothers. If you are a mature 23 year old, you will get tired of the frat scene QUICKLY.
HOWEVER, pretty sure since you are legal you will be VERY popular once you are in.
