they're in financial trouble from last year and need a big fall pledge class to make up the current deficit in their budget, they got a bunch of the kids they wanted but also bidded up a bunch of randoms too just for numbers, and at the end of the day it's a second consecutive watered down pledge class from beta after last year's underground pc

If a fraternity does well over the summer, then they already know who they are going to bid and likely have an idea if that person will accept or not. They knew who they were going to bid, and those kids accepted.
Money also comes in to play, similar to when ATO had a 70 person pledge class the year their house renovations were completed

Giving out bids and seeing how many will accept the bids are two different things. Nothing is final until everyone is initiated, then you will have the final count. Again, it's to early to tell.
