MY OPINION! Feel free to leave your thoughts below I think it's good for a lot of different views to be posted.
Top:
ADPI/ZTA
KD/DDD
DG/AOPI
The top can battle it out all they want, depending on personal preference this could rotate, but the top two are pretty much set in stone. How it has been and how it will be. KD needs to not do snap bids for the third year to avoid a drop. If DDD has another great rush it will be good for them. How you view the top rank all depends on what kind of person you are.
Mid:
KAT/PBP
DPE/DZ
XO
Theta needs to have a good rush or else PBP will definitely pass them for top of mid spot, right now they're about even. DZ is improving hard and XO needs to perform well at rush too or they'll start slipping, they're pretty much riding on tradition at this point.
Not quite mid but not quite bottom:
KKG/AXO
These two constantly get put in either bottom of mid or top of bottom, with 17 houses it's hard to get even in all of the tiers so they kind of float on their own. They both have potential to be solid lower middle houses but can't see them ever rising to top of mid.
Bottom:
PM
AEPHI
GPHI
SK
PM will forever be top of bottom and they own that. GPHI has started proving themselves, but only enough to be above SK who thinks a big house can fix a horrible sisterhood. AEPHI is happy with who they are and that helps them a lot.

actually, there are differences between axo/kkg and bottom tier. they have slightly better social rotations and more involvement. they get a mix of middle and bottom qualities, hence why they don't fit into either tier just right. and despite your claim (which is your fair opinion) axo has slightly better fraternity relations and social presence than kkg, however kappas newest pc is definitely working hard to change it. i agree with op that they aren't going to bust through to top of middle anytime soon. but these houses are nowhere near comparable to the bottom of the barrel. anyone who says so is clearly a jealous girl in a bottom tier OR a catty rude top tier who thinks that top is the end all be all to life.
