Do houses actually cut girls because they would be a better fit somewhere else, or is this just something Pi Chis say?

Yes that can happen but basically rush is a competition. The houses decide what attributes. Etc they want for a pledge class and seek the best PNMs that meet that criteria. They all have their own scoring systems that rank the PNMs. First and foremost, that's what it is

If a house cuts you that does not mean that they did not like you. It just means that others fared better based on what they are looking for.

Getting into a top house is tougher because they have to cut more girls.
