for every house, quota is the number of girls who make it to prefs / number of houses. Theres a diff number for freshman and for upper classmen. So if 170 upperclassmen got to prefs, quota for each house would be 170/17. Same for freshman but obviously their quota is larger. Thats why all sororities new pcs are ~roughly~ the same size
