True that houses that don't fill to total will do COB. Here is what you REALLY need to know.
If a house only has a few openings, they will do invite-only parties. It is COB but if you sign up, you won't always get invited to the house. Chapters need to figure out if it's worth the resources based on the number of openings and they interest they have received from connected PNMs.
Keep an open mind.

do not count on getting one of the top houses COB. If they do have a couple of spots they will go to a friend of mem/new

Every chapter does COB when they are below whatever Total Chapter Membership is, not just for not making Quota. Just because there isn't an announcement or you don't hear that a bid or two has gone out from a chapter doesn't mean it's not happening. But you do need to already know members to get one of those few bids when it's on the DL.
