You are crazy if you think phi psi losing the house for a year automatically makes delt top tier. Delt has a house but the guys in suck.

I’d change it like this
Sig Chi, Kappa Sig, DKE, Phi Psi
Delt, SAE, Apes, Acacia
Pi Kapp, ATO Theta Chi
Beta, KDR, Fiji, ZBT
everyone else
PKP should be top still IMO because the annexes they have left are still superior to everyone else’s below them except maybe Apes
