I can't think of any; I think most of the "top-tier" ones frown upon it but it's not entirely uncommon for upperclassmen to rush at all.

There are usually a few spots in each chapter for upperclassman. Typically, quota is separate for freshman and upperclassmen, so you're "competing" directly against a smaller group of people for a smaller number of spots.
