Every sorority on campus having to do COB

As someone looking into cob and from what I've heard why is everyone this year doing COB. I know in the past some houses like SK, ADPI and ZETA don't and now they all are and like while it gives me hope I feel like it's very bias and they all already know who they want or are they being fair?
