Your perceived tiers has nothing to do with it. Most chapters cut by what their by laws say for each round. Most chapters haven't made their big cuts yet. Some have but not everyone. Don't try to put tiers and percents to it because it's different for every chapter. It has ABSOLUTELY nothing to do with what tier you might assign them

Actually sororities’ cut rates are based on their past return numbers, so in a way that’s really the only time when tier matters, because the more in-demand sororities are allowed to cut more pnms. That’s why so many more girls go back to AOPi this round than Theta, for example, because in the past more girls have ranked Theta in their top picks. Because they can trust that Theta will make quota based on patterns in past years, they don’t require them to bring back as many girls.

^correct but 0-20 is a lie. Every sorority gets cuts even bottoms saying some get none is a little harsh and isn't true at all.

According to last year's recruitment statistics, there were only 27 girls who were released by every sorority prior to preference. So, it is correct that there has to be at least one chapter that cuts some but not a lot.

Has nothing to do with internet ranks/tiers at all. Panhel sets the same minimum number of PNMs that must be requested back to each sorority for each round based on how many PNMs are still in recruitment.. Most sororities cut 50% ea round . Start with roughly 900 PNMs then 450, 225, 100.Ea sorority does their cuts different based on GPA standards, amount of PNM legacies, current membership numbers, etc. Most sororities cut based on GPAs after welcome round, no need for the PNM or the sorority to get attached if they can't make standards. Most sororities keep legacies at least thru philanthropy round sometimes longer until the pres or some leadership role has a chance to talk to them and aid in the decision. Legacy or recommendations letters help but are no guarantee since there are so many of them.
