This list is ridiculous. Lower tier sororities tend to have more members bc they have a larger number of members that stay active all four years. They need to take more to keep their chapter size Look at the recruitment stats through the years, the most desired chapters tend to take exactly quota. The less desired take many more or miss quota by a lot

They dont make quota when they dont follow recruitment rules or invite back less women than is the recommended amount Panhell advises. Chapters do this when they expect more women to pick them than actually do. (panhel knows best)
