sig chi officially surrendered their charterr

Even though Sigma Chi lost recognition a while ago (still recognized by National),they just voluntarily surrendered their charter to their IHQ. Their decision as based on the loss of recognition which affected the ability to recruit, leading to the eventual surrender of the charter.
