phi delt top tier??

Why is everyone saying Phi Delt isn't top?? They're one of the only on campus fraternities with a solid party house that throws down.

I remember phi Delt my freshman year three years ago. The compound was Hype for parties and tailgates. Haven't been to the lodge whatever their party house is but I've always had fun at their stuff.
