confused as to how ZTA is top tier/#1 in a lot of these ranks if they gave out snap bids and are COB?

Are you sure they're not COBing like one or two girls? And who would care if they are? Whether someone COBs or not isn't a big deal at all. It could happen to any sorority if they get too picky during rush

Or even if they don't. A sorority can make quota with a pc and still be under total for the house if they got less quota additions, graduated lots of seniors, have girls abroad, etc. If theirhouse is smaller than the average size, even if they got a full Pc they can COB up to total. Really has nothing to do with top tier, and the bias against COB might be robbing the Panhellenic community of great girls who didn't shine at formal recruitment
