No way can anyone truthfully say phi mu is top tier. They have no mixer turnout, are annoying in groups (cliquey), have little presence, and who even knows what their philanthropy is. They do have a really nice house and win tug every year though.

So who is top tier then? Cause Phi Mu is typically considered top two with ADPi.
