Why is ato still too tier

Why is ato objectively better than the current upper middle fraternities like sig ep and ka. They’re houses are disgusting , they didn’t throw a single good party or tailgate in the last year and a half, were suspended 75% of the year and technically only have 30 official brothers after their membership review . Mean while KA and Sig Ep and better in literally every aspect. ATO is just not top tier anymore
