Unless things have changed, some houses still allow some SBCC students. It is very few though, so it's probably better to wait until transferring to UCSB. Please correct me if I'm wrong.

Comment 2 is correct. Unlike Panhellenic, IFC does not prevent SBCC guys from rushing. However, some houses don't really take them. Phi Sig usually takes a lot and I think most of the lower houses do too. It's at the discretion of the house, though.
