Nope, that is not at all how Quota Additions work. PNM's can only be a Quota Addition for a house they preffed, and it is possible that some houses get Quota Additions while others still don't make Quota, which happens when the RFM numbers are off and should be adjusted for the next year's rush. The priority for Quota Additions accounts first for the pnm's place on her two pref houses' bid lists and her ranks of those two pref houses, sort of like a mini bid-matching. Only after that are some pnm's placed based on chapter membership numbers IF there is a disparity in the first two factors and/or there is a decent number of pnm's to place as Additions. Total is reset immediately after rush and COB can start to achieve equity.
