Chi O doesn't have the "easiest" time filling their house, they just have the fewest available spots because they let seniors stay on after living in during their junior year instead of making room for more women. For instance, this fall, only about 25% of their junior class will ever even have the opportunity to "live-in" because of seniors who are taking 2 years in the house. And since their house is not one of the larger ones, when girls take 2 years in the house, they decrease the number of women with the potential to take advantage of "living-in."
