Sounds like an internal PR/Comms nightmare that did not have to happen. It's not fair to over promise and under deliver. It's always best to do the opposite. Unfortunately there is so much pressure to improve housing with so many other chapters doing so. All of the "old" houses would be the envy of many other universities.
