The simple answer to your question is yes, every PNM is voted on every round. In the early rounds, it’s the girls you have conversations with, and girls who otherwise observe you, that will decide if they think you are a fit for the house or not. This is particularly true for girls who are unknowns. And just to be clear, a rec letter does not make you a “known”. You either have to know people in the house, or have been notice through social media or personal recommendation. Finally, even if your conversations go great and the girl s you spoke to give the approval, you may still get passed over if the house can meet its numbers for the round from girls they know or otherwise prefer because of grades, looks, or any number of other reasons
