Not at all. High school is over, despite what some people say on here. You are not getting into any higher level position in chapter or on campus if you haven't proven that you are capable and suited for it and can keep your college grades up at the same time. And really not all girls want to hold positions on campus or in their chapter; it can be a whole lot of work in addition to studies and not everyone is cut out for it. It is the 80/20 rule - 80% of the work is done by 20% of the people. Girls who want to be involved and move into leadership need to start out that way as freshmen, helping out in chapter committees, volunteering on campus and applying to join organizations, and just being visible showing a can-do attitude and showcasing their strengths. Politics do play somewhat into chapter elections and campus organizations, but that's life; not so much because of Old Girls Club but personalities and who you get along with, just like everywhere else. OOS girls become chapter presidents all the time.
