The sophomore quota is optional, so, no, it's not a lot easier to rush as a sophomore because of it. It CAN be easier to rush as a sophomore because you MIGHT know enough girls to make an impact or you MIGHT have an exec connection. At the same time, if you accidentally get a reputation, the whole plan backfires, because now there are sororities cutting you as a rep risk that wouldn't have back when you were still a rising freshman and had never made drunk mistakes. Recruitment is different for everyone. That doesn't change whether you're a freshman or not. It's not a predictable formula that always plays out a certain way.
