Sorry but my pledge class has 150 girls and we were NOT hazed by the upperclassmen. They were actually so intense about not-hazing that it could get annoying to figure out what we could/could not do with the upperclassmen. "There is no way to police it" sounds like an excuse to me, tbh, and I think it's sad that your response to hazing allegations is "oh, that could be so much worse" when none of it is excusable.
