If we're talking about all legacies, my guess would be Kappa. It's such a strong organization throughout the south that they have many girls coming in as Kappa legacies - and they're pretty good at retaining them. If we're talking about in-house legacies, maybe AXO? Unlike KD/AGD/DDD they have risen in the rankings over time. Considering they have one of the highest return rates in recruitment overall, I wouldn't be surprised if they have one of the highest return rates for legacies.
