at the end of the day it's about where pnms wanted to go. its very subjective but you can't say a house is top if they're just getting whats left over. instead you can place in categories. for example how do people place axo over zeta? okay axo is involved, smart, etc but they don't even go for the same girl so how can you really compare and say who is better? zeta wants stylish girls, your insta models, trendy girls. so you can then start to rank and compare them with girls similar: aphi, pm, pbp. imo it should be: axo, ddd, kappa, xo, agd, kd, zta, aphi, pbp, and phi mu as the houses that kind of make the choice on who they want and compete amongst. then adpi, dg, dz, aopi, kat, gphi kind of fight for the leftover and overlooked girls which is why their pledge classes are so random and mixed. (this isn't meant to bash these houses either bc they still get great girls, a lot low radar or overlooked).
