Again, depends on the house. Houses who are rushing more desired girls are less likely to have quota additions because their PNM's are more likely to have a full pref schedule. Houses who have a weaker rush are more likely to have them because they're more likely to be the only house a girl prefs at, which automatically gives her a bid. Being a QA from a cross cut is actually not that common, I believe most QA's only attend one pref. You can see this in quota numbers-- strong recruiting chapters will be very close to quota because they don't have as many QA's. Sorry if that was confusing
