thats what they're saying. That these chapters are just observing recruitment. Nothing is happening obviously. Bama wouldn't want to make a big public display about being open for extension and then have no one interested. They're going to be careful and make sure one of the groups left have the resources before opening up. What's the point of opening up if no one comes calling?? That'd just be embarrassing.
