Some sororities choose not to fill the upperclassman quota which is part of the total quota. The same sororities don't do COB either. They don't have to since their membership total stays high. The sororities who have to pledge way over quota every year and then add to it with COB are the ones that struggle with membership total. They have to pledge more since so many drop out of either the sorority or school.
