Legacy really only matters in the Pref round as many others have said, many chapters have it in their by-laws if a legacy makes it to pref then they have to be on the bid list. That is why the sisterhood round is so harsh for legacies and why so many legacies loose their house after that round. If you are a legacy who was cut after the sisterhood round, it isn't that the chapter strung you along, they really were giving you every chance possible. If they really didn't think you had a shot then you would have been cut early in recruitment.
