Bro they literally threaten that cop activity will increase but that is ridiculously false. In order for the cops to legally come to your house they have to receive a noise complaint or another call regarding your house. They cant just show up and ticket someone. They can threaten a party by flashing lights and stuff but they cant shut you down until someone calls. The trick is to have good neighbor relations and host a cop dinner once a year to show you guys are actually nice and that will reduce the likelihood of a ticket if they do come to your house.
