The entire rush algorithm is designed to help every chapter reach quota, which is not set until after pref and all pnm’s have signed their cards, and avoid having to snap. Snap bids are not what any chapter wants to have to do, it means something has gone wrong with their numbers and they ended up short in bid matching. Snap bids, if necessary to help a chapter reach quota, are issued before bids are opened on bid day. There is no snap bidding after that.
