It is correct that if you pref two houses and RANK BOTH on your card you are agreeing that you will accept a bid to either. Doing so guarantees you will get a bid, but not necessarily your first choice. But you can also Single Intentional Preference (SIP) and only put down only one choice if the other one you would never ever 100% even consider giving a chance. If you SIP you have to be willing to accept that if you don't bid match with that one house then you aren't getting a bid. It does mean that there is no binding contract though, otherwise you are bound for one full year if you are offered a bid, whether you accept it or not, or accept it and drop. If you only have one pref house instead of two and you put it on your card you are getting that bid guaranteed.
