There is a Code of Ethics for pnm's, but they don't include anything about dirty rushing because that's totally in the control of the sororities. If you can provide any dirty rushing rules for pnm's that hold them accountable then please provide them. Per panhellenic recruitment rules "Dirty Rushing includes activities or tactics used by a member of an organization to recruit or influence PNMs outside of the official recruitment process." Read the panhellenic recruitment rules for sororities, they aren't a secret. Pnm's are free to use social media to follow, reach out, or respond to any sororities or members.
